Law Enforcement in Union

The Town of Union does NOT have a municipal police department. This is important to know because it changes where you go for arrest records. Multiple agencies provide coverage depending on where in the town an incident took place.

The New York State Police can be reached at (607) 754-3854. Troop C handles incidents on state highways and assists with law enforcement in the town. If the State Police made the arrest, you request the records from them, not the town.

The Broome County Sheriff's Office is the other main agency. Their number is (607) 778-1911. The sheriff's Records Division is at the Public Safety Facility, 155 Lt. Van Winkle Drive, Binghamton, NY 13905. Hours are Monday through Friday, 8:30 AM to 4:30 PM. The Warrants Division can be reached at (607) 778-2923. The sheriff maintains all records of arrests made by deputies in the Town of Union.

If you live in the Village of Endicott, the Endicott Police Department handles incidents within village limits. If you live in the Village of Johnson City, the Johnson City Police Department covers that area. Each of these agencies keeps its own arrest records. You need to contact the agency that made the arrest to get the right records.

FOIL requests for town records (not law enforcement records) go to the Town Clerk. You can submit by email with "FOIL Request" in the subject line. You can also mail the request or drop it off in person. A FOIL form is available to download at townofunionny.gov. The office must respond within five business days.

Copy fees are $0.25 per page. The clerk's office issues marriage licenses (Tuesday through Thursday by appointment, 8:30 AM to 3:00 PM), dog licenses, conservation licenses, handicapped parking permits, merchant/peddler licenses, and E-ZPass On-The-Go tags for $25.00.

Union Town Court

The Town of Union Court is at 3121 East Main Street, Endwell, NY 13760. Phone is (607) 786-2965. Fax is (607) 238-1261. The court is right next to the Town Clerk's office. Window hours are Monday through Thursday, 9:00 AM to 3:00 PM. The court is closed on Fridays.

Two judges serve the court: Hon. Gregory P. Thomas and Hon. Christopher D. Grace. The court handles Vehicle and Traffic Law violations, Town Code violations, Penal Law misdemeanors, small claims up to $3,000, and civil matters.

Filing fees are $20 for endorsement and $20 for filing. Small claims fees are $10 for claims up to $1,000 and $15 for claims from $1,001 to $3,000. Payment methods: cash, money order, certified check, or credit card (Mastercard and Visa). The court does not accept personal checks and does not take payments by phone or fax.

Sealing Records

Arrests that end in dismissal or acquittal are sealed automatically under CPL section 160.50. Convictions may be sealed under CPL section 160.59 if you have no more than two convictions (one felony max) and 10 years have passed. Sex offenses and violent felonies cannot be sealed. The Clean Slate Act (effective November 16, 2024) creates automatic sealing for eligible misdemeanors after 3 years and felonies after 8 years.
